AI Agents: Navigating the Risks and Why Governance is Non-Negotiable

AI agents represent an undoubtedly alluring class of modern technology, promising remarkable enhancements in productivity and efficiency across numerous application domains and industries, both public and private.
However, their sophistication, versatility, autonomy, and anticipated socio-economic influence will necessitate increasingly robust governance and risk management efforts that can account for how these systems scale and impact human society while preserving human safety, security, privacy, fairness, accountability, and fundamental rights.
Here, we’ll build on our previous discussions and dig even deeper, exploring strategies for navigating the risks that AI agents pose while also making a strong case for why governance is non-negotiable. We’ll begin, however, by examining a point raised in our last post’s conclusion, framed as a paradigm-shifting, techno-philosophical concern that we expect will significantly affect how we should govern these technologies and conceptualize the risks they present.

In our Deep Dives, each piece builds upon the last — these long-form, iterative discussions allow us to engage with complex topics meaningfully, and provide the reader with a journey, rather than a glimpse, into the unknown.
AI Agents: Just Another “Tool” or Something Else Entirely?
Those who attempt to cut through the AI hype frequently fall back on the following rhetoric (or some variation of it): “Sure, AI might be impressive in some cases, but at the end of the day, it’s just another tool that we built to make our work and lives easier. It’s far from perfect, and it’s not as powerful as most make it out to be.”
This perspective is understandable, and it isn’t exactly misplaced either. AI failures, particularly for “advanced” systems, have become commonplace, with most being infrastructure-related. AI vulnerabilities, especially jailbreak susceptibility, continue to persist despite systems becoming more “intelligent.” Known AI risks, like bias, hallucinations, and drift, are perpetuating harmful real-world impacts, but not yet at the systemic scale, affecting entire complex systems or societies. AI capabilities, even though they’ve supposedly reached PhD-level acuity across some domains, remain laden with blind spots — frontier AIs still can’t reliably perform cognitive tasks that are relatively straightforward for humans, like similarity judgments, causal reasoning, and long-term planning.
If you resist the AI hype, you aren’t wrong — there’s still much work to be done before AI can be trusted beyond a reasonable doubt (if it ever can). However, we’d argue that today’s frontier AI systems (e.g., OpenAI’s o4 and GPT-4.1, Anthropic’s Claude 4 Opus and Sonnet, X’s Grok 3) are significantly more advanced (and agentic), and therefore capable, than what the “realists” give them credit for. This claim is substantiated not only by drastic performance improvements on leading benchmark assessments like ARC-AGI, SWE-bench, and GPQA, but also by our hands-on experience with AI experimentation.
This brings us to the crux of the matter: there’s a solid case to be made for and against AI hype — that much, we accept — but there isn’t a good case to be made for why frontier AI (the “state-of-the-art” aspect here crucial) should be classified and understood as a tool. This notion drives the following techno-philosophical concern: the traditional technology mindset characterizes all technologies as tools that can be used to extend, enhance, or replace specific human capabilities, but it fails to capture technologies that directly target our agency via the ability to “think” and act independently.
In other words, there’s a vital distinction at play here, and it defines a technological reality that we must confront and accept if we’re to move into an AI-enabled future that’s universally beneficial: agentic AI’s true mission isn’t working for us or replacing us, it’s working with us, alongside us, to help humanity realize its untapped potential (provided it doesn’t spiral out of control first). While today’s AI agents might not exhibit the same degree of agency that humans possess, make no mistake that they will, and this moment will arrive much sooner than most would expect or like to admit.
To be clear, this isn’t to say that agentic AI-driven workplace automation isn’t happening and won’t continue to intensify — widespread job loss remains a major socio-economic concern, for which, frankly, we’re embarrassingly unprepared. Moreover, attempting to justify automation-induced job loss by invoking shallow arguments like “AI will create more jobs than it automates” would obscure the big picture we’re trying to paint, which is broadly illustrated below through a hypothetical, futurist best-case scenario:
In 2026, Enterprise Z decides to pursue a large-scale, phased AI agent integration initiative, fully automating roughly 50% of its workforce’s responsibilities across multiple departments, targeting teams and employees in or below mid-level management positions. While Z had to make some layoffs to accommodate newly automated workflows, it retained almost 90% of its workforce across automated functions, having proactively initiated upskilling and reskilling programs long before integration began. Today, a decade later, Z is unrecognizable, and no longer the modest enterprise it once was — revenue has increased by over 1000%, employee satisfaction and productivity have grown by an order of magnitude, and consumers are flocking over due to unmatched, affordable product and service offerings. Z hasn’t just outcompeted its competitors, it’s in a league of its own.
So, beyond adaptive governance and risk mitigation, phased deployment and infrastructure preparedness, human-centric change management, and early AI literacy provisions, what else did Enterprise Z do “right”? Z recognized that the true power of agentic AI wasn’t rooted in its ability to automate or augment, but instead, to collaborate with humans and other AIs to solve previously intractable problems and innovate entirely novel solutions. Z didn’t just integrate agentic AI — it fundamentally redesigned its entire corporate and operational structure to prioritize decentralized, cross-functional human-AI collaboration and decision-making. Z even came up with a clever slogan to define its mission: “We don’t use people and AI, we employ them.”
This fictional scenario doesn’t represent an endorsement or prediction of the future, only a plausible representation of it. However, the very fact that something like this is “possible” should cause us to reevaluate how we characterize agentic AI. There’s no historical precedent that we can refer back to in this context — humans have never been granted the opportunity to work with technologies that can genuinely think and act independently while seamlessly cooperating to achieve collectively beneficial goals. This is why we think agentic AI can’t and shouldn’t be classified as a tool — we’d even go so far as to say doing so would be dangerous, for the following reasons:
- If a tool is considered harmful, it exhibits the potential to cause harm, not the ability to cause harm by itself. For example, a gun in a safe isn’t dangerous, but put it in anyone’s hand, and suddenly, it can kill.
- If a tool is governed, it’s the use of the tool or its potential for misuse that’s governed, not the tool itself. For instance, we prohibit nuclear weapons, but we allow nuclear reactors, despite both falling under the umbrella of nuclear technology.
- A tool is narrow and purpose-built by design. It may be able to assist with more than one function, but its dual-use potential remains inherently limited — a lab-engineered virus can function as a potent cure or a weaponized pathogen. Even with today’s frontier AI, dual-use potential appears limitless.
- Perhaps most obviously, tools can’t think or act on their own. Here, you might interject and say, “Well, of course they can, I come home to a clean house every day because my Roomba knows exactly which parts of my house need vacuuming.” This isn’t the kind of independent thought and action we’re getting at; we’re envisioning something much more complex and sophisticated, for instance:
- A system that can, without any human guidance or intervention, solve advanced problems in quantum physics and then autonomously create, execute, and formally report on vigorous, real-world scientific experiments that test these problems.
- A robot that’s deployed in wholly uncharted natural environments to explore regions inaccessible to humans, dynamically adapting its behavior and objectives as it learns about its environment through direct and indirect feedback.
You get the point. But now, we’re left with another two-fold question: if we can’t classify agentic AI as a tool, then what can we classify it as? And secondly, if agentic AI isn’t a tool, then how does this change what it means to be a user? We’ll do our best to answer both these questions as succinctly as possible, beginning with the first.
Question 1: How should we classify agentic AI?
Answer: Answering this question isn’t as straightforward as one might expect. We definitely don’t want to use a term that anthropomorphizes AI since this could mislead people, blurring the already fuzzy line that distinguishes AI from humans in digital environments. We also shouldn’t use any nomenclature that implies agentic AI has any form of legitimate personhood (e.g., a “partner”), legal or philosophical, since this could cause humans to inadvertently attribute human-like qualities to AI while also exacerbating legal accountability problems (which are already in issue with AI agents). Consequently, we should use a term that captures what agentic AI is capable of, particularly within human-AI interaction and multi-agent system (MAS) contexts. We suggest the following, though we’re very much open to alternatives:
- Digital Colleague → captures what it might be like to work alongside AI on a daily basis, but risks anthropomorphization.
- Cognitive Artifact → emphasizes the reasoning, planning, and problem-solving components of agentic AI but may imply a static construct instead of an adaptive, autonomous entity.
- AI Collaborator → highlights agentic AI’s collaborative role and potential, but suggests mutual understanding and alignment of goals.
- Independent System → delineates differences between agentic AI and non-agentic AI but remains vague while potentially overstating current AI capabilities.
- Autonomous Problem-Solver → focuses on agentic AI’s problem-solving potential, but risks being far too narrow.
- Co-Navigator → stresses agentic AI’s ability to “chart new paths” with humans but risks undermining human autonomy and agency.
- Co-Creator → encourages humans to use AI to innovate and expand upon their ideas while potentially introducing complexities around IP and creative rights.
Question 2: What does it mean to be a user in the age of agentic AI?
Answer: This question is just as difficult to answer concretely as the first, however, we nonetheless suggest several variations of the term user — we think these variations roughly approximate the kinds of users we might expect to see as AI agents proliferate. We encourage readers to think of these as “user profiles”:
- Passive User: Someone who doesn’t directly interact with AI agents but is affected by their behaviors and goals.
- Interactive User: Someone who directly interacts with individual AI agents but not multiple agents simultaneously.
- Embedded User: Someone who directly interacts with multiple AI agents simultaneously, effectively playing the role of another agent within a MAS.
- Hierarchical User: Someone who interacts with or oversees a particular AI agent or subset of agents at a specific level of the agent hierarchy within a MAS.
- Veto User: Someone who possesses ultimate decision-making power over a single AI agent or MAS, such that they can approve or veto any decisions made by the system.
- Investigative User: Someone who systematically investigates, verifies, and validates AI agents’ decision-making and output processes.
- Recursive User: Someone who uses an AI agent primarily for the purpose of learning and intellectual development.
- Malicious User: Someone who exploits, manipulates, or coerces a single AI agent or a MAS in pursuing harmful goals or behaviors.
Now that we’ve covered our techno-philosophical concerns, we’ll shift our focus to the concrete, examining how we might manage the risks AI agents inspire.
AI Agents: Risk Management Strategies
We won’t discuss conventional AI risk management tactics here — like post-deployment monitoring, adversarial testing and red teaming, automated anomaly and drift detection, human-in-the-loop, risk and impact assessment, reporting and remediation protocols, and compliance and bias audits — since these are well-represented in the AI governance ecosystem and likely already on most AI-enabled organizations’ risk management radar. Instead, we’ll break down strategies and mechanisms that are perhaps less well-known, and in some cases, could even be considered novel.
Below, you’ll find each strategy and mechanism we consider relevant:
- Agent-Driven Oversight & Monitoring: Designing and deploying AI agents whose intended purpose is to autonomously oversee, monitor, and report on the behavior and decision-making processes of other AI agents. Within MAS, such an agent would likely sit at the top of the agent hierarchy; however, for even greater transparency, an agent at each layer of the hierarchy might be warranted.
- Inter-Agent Validation: Within MAS, individual agents that specialize in similar functions or optimize for overlapping goals can be paired with one another and instructed to verify and validate each other’s decision-making and output processes for accuracy, safety, and reliability. With each validation round, agents update and refine their validation metrics.
- Built-In Capacity for Non-Action: If an agent is leveraged in a high-impact context and meets a pre-defined uncertainty threshold regarding possible decisions and actions, it should not be “forced” to choose from the alternatives available to it. Instead, the agent should select non-action and proceed to escalate the decision/action to a human reviewer autonomously.
- Uncertainty Scoring: For every consequential decision or action (e.g., a decision that materially affects a human) an agent takes, it should include a transparent uncertainty evaluation in which it self-assesses how “certain” it is that it’s pursuing the best course of action in consideration of possible alternatives. Uncertainty scores should be easily interpretable by any human, trained or untrained.
- “Pausing” Before “Acting”: We want AI agents to be efficient, but we don’t want them to trigger rapid, opaque decision cascades that, if erroneous, could result in a catastrophic system failure. When MAS are used for high-stakes purposes, agents at different layers should be designed to “pause” before initiating further action or communicating with other agents, to self-assess their decision-making process and its potential consequences, should a faulty assumption have been made.
- Enhanced Meta-Cognition: AI agents shouldn’t only make decisions — they should also actively reflect on their decision-making process, self-critiquing their initial assumptions and their ability to sustain alignment with intended goals and behaviors. Meta-cognitive agents could further exhibit elevated robustness against adversarial threats, inferring malicious intent more effectively.
- Embedded Decision Reversal Function: AI agents, particularly MAS, should be able to reverse engineer each component of their decision-making process with clarity, to either reverse a decision entirely before it’s acted upon or holistically deconstruct and explain the decision-making process for human reviewers.
- Human Veto & Override: The person or team responsible for overseeing and monitoring an AI agent or MAS should be permitted to veto any decision made by the system while also overriding and explicitly prohibiting (if necessary) any actions the system initiates or decides to pursue.
- Real-Time Human-AI Communication Interface: AI agents should possess the ability to communicate (via natural language) with human users in real-time, while they’re engaged in decision-making, to explain their logic, demonstrate how it adheres to intended goals and functions, and collaboratively assess whether performance corresponds with human expectations.
- Bounded Recursive Self-Improvement: An AI agent’s capacity to improve itself at will should be constrained per designated risk thresholds to prevent loss of control, explainability degradation, misalignment, and behavioral unpredictability scenarios. In all cases, recursive self-improvement should be managed with extreme caution, and it should never be limitless.
- Hidden/Emergent Objective Monitoring: As systems scale, interact, and learn dynamically, especially MAS, they may develop hidden or emergent objectives that conflict with or undermine their value alignment function. A hierarchical agent can be used to monitor for hidden/emergent objectives and send autonomous alerts or reports to human teams for further investigation.
- Instant Default to Original State: If an AI agent begins to learn or pursue harmful behaviors and objectives, recursively improve itself beyond what’s strictly necessary, or exhibit significant performance degradation, humans should be able to manually trigger a function that reverts the agent to its original state, or its most recent state before changes began to materialize.
- Stress Testing for “Gaming”: On the surface, an AI agent may appear to pursue its goals effectively, reaching intended objectives with high accuracy, precision, and efficiency. However, this isn’t a guarantee that the goal optimization paths the agent selects don’t involve potentially harmful behaviors that diverge from its alignment function. In other words, an agent might game its objectives, particularly when forced to make decisions under heavy constraints.
- Game Theoretic & Evolutionary Simulation: Advanced AI agents and MAS should undergo high-pressure simulations that leverage game theoretic and evolutionary dynamics to probe whether agents can naturally develop self-interested behaviors like self-preservation, deception, and power-seeking. The goal here is to ensure that AI agents remain inherently cooperative, even when their limits are tested aggressively.
- Controlled Adversarial Agent Deployments: In tightly controlled, closed-loop testing environments, deploy adversarial agents specifically designed to hijack, penetrate, and target other agentic systems, to reveal adversarial vulnerabilities and improvement avenues for increasingly robust defensive countermeasures (measures that are purpose-built for autonomous, AI-orchestrated adversarial threats).
- Assess Simpler Solutions: In many cases involving process automation, AI agents may not prove necessary — vigorously assess whether simpler AI and ML solutions could yield the same results. This can also reduce the costs of complex system management and oversight, diminishing compliance and performance monitoring burdens.
- Openly Discuss AI Agent Failures Cross-Functionally: Beyond fostering trust and confidence, an open AI failure culture should deeply engage AI-enabled or affected teams and personnel cross-functionally, to enable a holistic and multi-perspective discourse on agentic AI failures that actively avoids siloing risks.
- Focus on Real Challenges, Not Prospective Solutions: Solution-oriented mindsets can perpetuate rushed and irresponsible agentic AI deployments that result in poor performance, infrastructural incompatibility, security vulnerabilities, compliance violations, discordant “optimized” workflows, and trust erosion among employees and customers. Identify and formalize real organizational challenges first, then prioritize possible risks and impacts, and finally, consider tailored solutions.
- Implement Phased Deployment Initiatives: Ultimately, phased deployment initiatives serve as a mechanism for securing AI agent value delivery. They enable controlled pilot-testing and iteration, infrastructural compatibility assessment, ROI estimation, employee upskilling and retraining, and risk and impact prioritization.
AI Agents: Key Governance Challenges
By now, it should be obvious that AI agents require rigorous governance to ensure performance consistency, overall safety and security, and end-to-end value-delivery. Agentic AI governance, however, will not come without its own set of challenges, which can be broadly categorized under the following responsible AI (RAI) principles:
1. Safety & Security
- Accounting for Emergent Risks in Multi-Agent Interactions: Emergent behaviors and objectives could prove highly difficult to identify, even if hybrid human-AI monitoring systems are reliably implemented. Additionally, gaining unobstructed visibility into the sources or causes of emergent phenomena would add yet another layer to this already complex challenge. Moreover, multi-agent coordination failures could drive large-scale disruptions; organizations must develop concrete, proactive plans for recovering or maintaining operations should catastrophic AI failures materialize.
- Addressing Goal Misalignment & Unintended Consequences: Addressing goal misalignment isn’t as straightforward as retraining or updating a model’s alignment function — the causes for alignment divergence will typically be unclear, and vaguely understood at best — and will, in most cases, require a holistic, alignment-centric performance re-evaluation. Similarly, where agents pursue unintended behaviors or goals, such cases could easily go under the radar during their early stages; there may not be any obvious performance indicators that raise alarm bells.
- Establishing Robust Security Mechanisms: AI agents will work with other systems, ingest and interpret proprietary information, and directly affect stakeholders, both internally and externally. Security mechanisms must not only protect AI agents from security threats, but also ensure that their actions don’t put other interconnected systems, data assets, and personnel in compromised security positions.
2. Fairness & Accountability
- Minimizing Bias in Distributed Decision-Making: If agents in MAS rely on or leverage heterogeneous data sources, biases may be introduced at different entry points within the system — these biases could become further exacerbated by silent interface biases: a specialized individual agent makes a decision that’s compounded by other agents discriminatorily. These dynamics will necessitate new bias and fairness audit frameworks that are designed specifically for MAS.
- Managing the Diffusion of Responsibility: If a single AI agent makes a consequential decision that elicits negative impacts, it’s clear that the agent should be held responsible, and by extension, its developer or deployer/user (even if the agent made the decision without human input). In the case of MAS, decision-making responsibility is diffused across multiple agents, revealing accountability gaps, which are further complicated by independent agents’ ability to interact with external resources and tools. Resolving this problem isn’t just about vigorously maintaining transparent decision-making logs and establishing clear lines of accountability — it’s about developing a dynamic accountability strategy, with layered liability mechanisms, that auditors and impacted stakeholders can act upon, interpret, and modify.
3. Human Oversight & Monitoring
- Understanding How Oversight Could Evolve: Oversight typically concerns humans directly supervising AI systems. However, AI agents that make real-time decisions in response to human input can quickly blur the line between who is monitoring what. In MAS, it’s even trickier; oversight responsibilities will belong to one or multiple agents within the system, and will manifest at different layers of the agent hierarchy — we don’t yet have any viable oversight frameworks that account for this.
- Automated Oversight Systems Might Not Be Infallible: Just because MAS leverages automated oversight functions (e.g., an “overseer” agent) doesn’t mean that the agent(s) responsible for executing these functions will always perform reliably. Automated oversight systems must be scrutinized and held to the same (if not higher) performance standards as the very sub-systems they govern. AI “overseers” are also crucial to protect; if an overseer is hijacked or manipulated, it could destabilize the whole system or worse, allow adversarial actors to covertly weaponize certain agents.
- Scalable Monitoring Feasibility: Monitoring a single agent or a few agents is manageable, but sooner or later, organizations will want to scale their agentic AI initiatives, deploying hundreds or even thousands of agents. This won’t only require new oversight frameworks, but entirely novel oversight paradigms, where we fundamentally rethink the processes and mechanisms by which we track, trace, and explain agentic decisions and their impacts at scale. At present, automated escalation paths, where independent agents or agent teams escalate sensitive matters to human reviewers, could serve as an interim monitoring solution.
4. Robustness & Resilience
- Environmental Shifts: Agentic AI systems must readily and reliably adapt to environmental fluctuations (e.g., new regulations, data distribution changes, unanticipated events) — adaptive failures could compromise a system’s operational resilience. As expected, with MAS, this issue is enhanced, seeing as specialized agents could initiate actions that alter the system’s environmental makeup, unintentionally sabotaging action-reaction processes and creating disruption across or within layers of the agent hierarchy. One smart way organizations can prepare for this is by outwardly expecting and modeling environmental changes that could alter their system’s performance and stability.
- Fault Tolerance & Recovery: Agentic AI must be robust against adversarial threats, AI or human-orchestrated. Vigorous red teaming, adversarial training, stress/penetration testing, and novel scenario modeling are extremely valuable tools in this respect. However, it’s unlikely that any system, no matter how advanced, will ever be truly impenetrable, and this requires a second action recourse: the ability to restore a system’s operation — not necessarily fully, but to a point where it “works” — after it’s been compromised, whether by an adversary, or other factors like environmental shifts and software/hardware malfunctions.
- Cascading Failures: We’ve discussed this before — In MAS, a faulty decision made by a single agent could trigger a failure cascade that permeates every layer of the system. The ability to control for this will depend primarily on system complexity and transparency; however, some mechanisms like fail-safes (autonomously triggered when near-catastrophic failures are detected) and built-in redundancy (designing systems with no single point of failure) could prove moderately effective for now.
5. Transparency & Explainability
- Multi-Agent Decision-Making Opacity: Transparently and understandably tracking and explaining advanced AI’s decision-making and output processes has and will continue to remain a major safety challenge. Decision-making processes in MAS could progress at rates that humans simply can’t keep up with, and the complexity and logic embedded within these processes could quite literally preclude human comprehension. Explainable AI (XAI) is rapidly developing, but it’s not yet at a stage where it can confidently grapple with the explainability problems MAS raise.
- Navigating Regulatory & Stakeholder Demands: Today, regulation is immature and uncertain, but this shouldn’t be interpreted as a sign that it can be ignored, especially since society is unlikely to trust AI systems that are incomprehensible and incapable of justifying or explaining the outcomes they perpetuate and the logic by which they’re arrived at. Compliance is paramount, both in the strict (regulatory/industry-specific compliance) and in the sociological sense (e.g., compliance with societal norms and fundamental ethical principles like “do no harm”). It would be wise to also consider the fact that laws are typically formulated retrospectively, in response to some event or occurrence that larger society deemed unacceptable.
- Tradeoff Between Partial and Global Explainability: Organizations must carefully consider the resources and skill expenditure that would be required to build, operate, and maintain MAS that meet current explainability standards and expectations. In a single agent, the explainability burden is partial: we need visibility into one agent’s decision-making process, and it doesn’t need to be perfect — a systematic breakdown of its computational logic isn’t always necessary (though it is preferred), we just need to know enough about its logic that we can explain honestly. In MAS, by comparison, the explainability burden is global: we need to build a comprehensive narrative that describes why the system as a whole chose a particular course of action.
6. Human Dignity & Autonomy
- Degradation of Human Agency: For the average worker, AI is perceived as a threat to their livelihood, and rightly so — most organizations have every incentive to automate as much as they possibly can, to increase productivity, competitiveness, and profitability. However, as we’ve argued, don’t make the mistake of focusing on automation; agentic AI’s true potential lies in human-AI collaboration, namely its ability to expand rather than enhance/replace human agency. As humans, we have a profound moral responsibility to empower current and future generations to achieve things that we would never have dreamed possible.
- Informed Consent & Manipulative Design: This is a universal issue that is just as if not more important with agentic AI: AI agents must support not undermine human choice by using subtle tactics like profiling or behavioral nudging; human-agent interactions must always be obvious and unobstructed, such that humans are fully aware they’re interacting with an agent; humans must always be given the opportunity to opt out of or override agent-driven decisions that compromise personal or collective values.
- Psychological Impacts of Human-AI Interaction: As a field, the psychology of human-AI interaction remains in its infancy (some early studies have emerged, particularly within the education sector) but we’d be naive to assume that prolonged or sustained interaction with agentic AI won’t fundamentally alter our psychology, and likely, our neurochemistry too (social media has, so why wouldn’t AI?). There’s no playbook for managing these unprecedented psychological impacts, however, organizations should begin considering how they might account for them. Possible mechanisms include regular mental health and acuity check-ins with AI-enabled teams, one-on-one psychological evaluations by vetted external experts, and continuous assessment of core cognitive capabilities like critical and abstract thinking, creativity, and independent judgment.
Conclusion
At this point, we hope that we’ve demonstrated to readers why agentic AI governance is non-negotiable.
